HELPFUL INFORMATION
The Queensland Government made significant legislative changes in recent years to help tackle the problem of child drowning’s. Statistics show that a child under the age of 5 has a higher likelihood of drowning in a residential pool than in any other water course. On the 10th of November 2014, the Pool Safety Council was disbanded and all pool safety licensing, compliance and disciplinary functions were migrated to the Queensland Building and Construction Commission (QBCC).
Under new guidelines, you must have a Pool Safety Inspection carried out by a licensed Pool Safety Inspector prior to selling or renting your property. If you are not selling or renting your property, you must have a pool barrier that complies with the pool safety standard from the 1st of December, 2015. INSPECTION PROCESS
The process for gaining pool certification consists of an inspection where your Pool Safety Inspector will check the pool area for any issues or areas of non-compliance. If there are no issues you will receive your Pool Safety Certificate within 48 hours. If there are changes necessary for compliance, your Pool Safety Inspector can provide you with a Pool Safety Report which outlines exactly what the issues are with your pool area and offers solutions for how these issues can be resolved. Alternatively we can fix the issues found for a mutually agreed fee. Once these issues have been addressed, your Pool Inspector is required to undertake a second pool inspection and (assuming the necessary changes have been made) grant you your Pool Safety Certificate. Further things to check prior to your inspection:
• All pool gates must be self-closing and self-latching from all points.
• You must have a current CPR sign which is easily visible from anywhere within the pool area.
• The height of your pool safety barrier or gate must be at least 1200 millimetres from stable ground.
• There must be a gap of no more than 100mm under your fence or gate to finished, permanent stable ground.
• Adjoining boundary fences have climbable rails which reduce the effective height of the pool fence and may be used to climb up and over the fence, into the pool area.
• Windows or louvers opening into the pool area must not provide a gap of more than 100 millimetres.
• Please remove any climbable objects near the pool safety barrier. This includes tables, chairs, climbable trees (these are trees with protrusions of more than 1cm which could support the weight of a child under 5 years).
• Replace, tighten or adjust the hinges on your gates to make the gate self-close from any point along it’s arc of operation.
• Make sure the pool safety barrier is at least 1200 millimetres from ground level at all points
• Shield or remove climbable objects within 900 millimetres of your pool safety barrier
• Trim back any branches that a child could use to climb over the fence
•Install permanently fixed security screens or install "L" brackets on window tracks to stop them opening more than 100mm if windows give direct access to the pool.
• Remove climbable objects from the pool safety barrier and surrounding area.
• If there is a space of 10mm or more between the vertical uprights of your fence, please ensure there are no climbable objects on the inside of the pool area which are within 300mm of the fence.
• Horizontal timer railings (the tops of which are spaced closer than 900mm apart) need to have 60 degree wooden fillets (sometimes referred to as “Tilt-Battens”) installed.
• Ensure that the top of the latching mechanism for your gate is at least 1500mm above the ground.
